Rockwall vs Heath: how the two towns differ for buyers

Same school district, same lake, five times the population difference and a one-acre rule on one side of the line. What actually changes when you cross from Rockwall into Heath.

5 min read

Heath and Rockwall share a border, a school district and a shoreline. Buyers tour both in the same afternoon and often cannot say afterward what the difference was, other than that Heath felt quieter. The difference is written down in each city's rules and budgets, and it is larger than it looks from the car. Here is the comparison we give clients, with the sources.

Size and growth

Rockwall had an estimated 53,547 residents in July 2024. Heath had 11,499 (Census Bureau, Vintage 2024 estimates). Both grew since 2020, Rockwall by about 13 percent and Heath by about 19 percent, but from very different bases. Heath's own comprehensive plan, adopted in June 2025, projects the city at roughly 11,300 people in 2025 and says the current city limits reach build-out at about 16,640 people around 2038 under its preferred 3 percent growth scenario. The plan is frank about why: Heath is hemmed in by Lake Ray Hubbard, Rockwall and McLendon-Chisholm, so there is little room to annex (City of Heath, 2025 comprehensive plan).

The one-acre rule

This is the fact that sets the two towns apart. Heath's comprehensive plan states, as its first objective, that the city will maintain a residential density of no more than one dwelling unit per a minimum of one acre of developable land, and it defines developable land to exclude floodplain, water and street right-of-way. Its future land use categories start at a one-acre minimum (SF-43) and go up to three-acre rural estate lots along the main corridors (City of Heath, 2025 comprehensive plan). Older Heath subdivisions such as Buffalo Creek were platted under earlier zoning (SF-15 for the country club estates), and master-planned communities like Heath Golf and Yacht Club were approved as planned developments with their own standards. But for new conventional subdivisions, one acre is the floor, and a 2021 zoning notice for the sixth phase of Stoneleigh shows the city holding to it (City of Heath, Stoneleigh phase six notice).

Rockwall has no such rule. Its newer communities north of I-30 sell lots by width in feet. Stone Creek, for example, offers lot widths from the 50s to the 100s across 886 lots (Skorburg Company, Stone Creek Estates). A buyer who wants a quarter-acre lot and a shorter drive to the square buys in Rockwall. A buyer who wants a workshop, a pool and room between neighbors looks at Heath.

What that does to prices and taxes

Heath's 2025 tax-rate notice reports an average homestead taxable value of $843,722, up from $777,665 in 2024 (City of Heath, 2025 proposed tax rate notice). Rockwall's 2026 budget presentation put the average taxable home value at $472,950 (Blue Ribbon News, August 2025). Those are averages of taxable value after exemptions, not sale prices, but the gap is the same one you see on the MLS.

The city tax rates are close. Heath adopted $0.275650 per $100 for 2025, down from $0.290311 the year before (City of Heath, tax rate notice). Rockwall adopted $0.2575 (Blue Ribbon News). Both cities' residents pay the same Rockwall County rate of $0.2510 (Blue Ribbon News, county budget) and, for most addresses, the same Rockwall ISD rate of $1.0669 (Blue Ribbon News, Rockwall ISD). So the rate is nearly identical and the bill is driven by the value. Heath's budget raised property tax revenue 3.84 percent for the year even at the lower rate, which tells you how values moved (City of Heath).

One difference in local exemptions is worth knowing. In the appraisal district's 2022 exemption table, Rockwall offered a $60,000 over-65 exemption and Heath offered $3,000, the state minimum, with both cities offering an over-65 tax ceiling (Rockwall CAD exemptions as compiled by Old Republic Title, January 2023). Confirm the current figures with the Rockwall Central Appraisal District before you count on them; we explain how the exemptions stack in our homestead guide.

Schools: one district, different campuses

Heath's school district merged into Rockwall ISD in 1949 (City of Heath, history), so both towns are in the same A-rated district (Rockwall ISD, 2026 ratings). Rockwall-Heath High School is at 801 Laurence Drive in Heath, and Rockwall High School is in Rockwall; the district's two comprehensive high schools scored 95 and 96 in 2026. Which one an address feeds depends on the attendance zone map, not the city limits, and the map changes as campuses open (Rockwall ISD, attendance zones). Linda Lyon Elementary opened inside Heath Golf and Yacht Club in 2017 (Blue Ribbon News), one example of a campus sited inside a subdivision.

The lake

Both towns front Lake Ray Hubbard, and in both the City of Dallas owns the water and the shoreline strip up to the take line (Texas Water Development Board). Rockwall's lakefront is where the public goes: the Harbor district, the public amphitheater and the boat ramps are there. Heath's shoreline is mostly private subdivisions plus Terry Park, which the city's plan singles out as its public lake access (City of Heath, comprehensive plan). Heath Golf and Yacht Club holds 787 acres on the lake with guest boat slips (Heath Golf and Yacht Club). The sublease and permit process for a private dock is similar in both cities and is covered in Living on Lake Ray Hubbard.

Daily life

Rockwall has the retail. The I-30 corridor, the Harbor and the downtown square hold most of the county's restaurants and shops, and the city counts more than 20 miles of trails (City of Rockwall, parks). Heath keeps its retail deliberately small; the comprehensive plan reports 0.09 acres of retail per 100 residents against a typical ratio of 0.5 and calls that intentional (City of Heath, comprehensive plan). Heath residents drive into Rockwall for groceries and dinner. For many of them that is the point.

Which one

  • Choose Rockwall if you want a wider range of price points, newer production homes, walkable lake and square districts, and a shorter drive to I-30.
  • Choose Heath if the lot matters more than the house, you will use the space, and you accept a higher purchase price and tax bill for it.

Questions

Asked often.

Is Heath more expensive than Rockwall?

Generally yes. Heath's 2025 tax notice reports an average homestead taxable value of $843,722; Rockwall's 2026 budget presentation put its average taxable home value at $472,950. The one-acre minimum for new Heath lots is the main reason.

Are Rockwall and Heath in the same school district?

Yes. Heath's district merged into Rockwall ISD in 1949. Rockwall-Heath High School is in Heath and Rockwall High School is in Rockwall, but the attendance zone map, not the city line, decides which campus an address feeds.

Does Heath require one-acre lots?

Heath's 2025 comprehensive plan sets a density of no more than one home per acre of developable land for new residential development, excluding floodplain, water and streets. Older subdivisions and approved planned developments have smaller lots.

Which city has the lower property tax rate?

They are close: Rockwall adopted $0.2575 per $100 for 2025 and Heath adopted $0.275650. Both pay the same county and, for most addresses, the same Rockwall ISD rate, so the difference in the bill comes from home value, not the rate.
