New owners in Rockwall County get two surprises in their first year. The first tax bill is higher than the seller's was, because the seller's exemptions and appraisal cap did not transfer. And the homestead application that fixes part of that has a deadline most people miss. This guide explains how the bill is built, what the exemption does, when to file, and how to protest a value. Every figure links to the taxing unit, the Comptroller or the appraisal district.
Who appraises and who taxes
The Rockwall Central Appraisal District, at 841 Justin Road in Rockwall, sets the appraised value of every property in the county as of January 1 and administers exemptions. It does not set tax rates. Each taxing unit, the county, your city, your school district and any special district, adopts its own rate in late summer, and the district's truth-in-taxation site shows what each unit proposes for your property (Rockwall CAD). The bill is the taxable value multiplied by the sum of those rates.
The 2025 rates, per $100 of taxable value
- Rockwall County: $0.2510, down from $0.2547 (Blue Ribbon News, county FY2026 budget).
- City of Rockwall: $0.2575 (Blue Ribbon News, August 2025).
- City of Heath: $0.275650, down from $0.290311 (City of Heath).
- City of Fate: $0.290869, up from $0.259245 (Blue Ribbon News, September 2025).
- City of Royse City: $0.5780, unchanged (City of Royse City, FY26 adopted budget).
- Rockwall ISD: $1.0669, of which $0.7869 is maintenance and operations and $0.2800 is debt service; the district kept the same rate for 2026-2027 (Blue Ribbon News, Rockwall ISD).
So a Rockwall ISD homeowner in the city of Rockwall pays about $1.58 per $100, and the school district is two thirds of it. Homes in a municipal utility district or public improvement district pay more; the appraisal district publishes a MUD FAQ and a PID guide (Rockwall CAD), and our new construction guide explains where those districts are common.
What the homestead exemption does
A residence homestead exemption removes part of your home's value from the taxable base. The owner must have an ownership interest, live in the home as a principal residence and claim no other homestead anywhere. By state law every school district must exempt $140,000 of a homestead's value, an amount voters raised from $100,000 in November 2025 (Texas Comptroller, property tax exemptions; Texas Legislature, S.J.R. 2). At Rockwall ISD's rate that is worth about $1,494 a year. Cities, counties and other units may add a local exemption of up to 20 percent of value with a $5,000 minimum, and counties that collect farm-to-market or flood taxes must exempt $3,000 (Texas Comptroller).
In the appraisal district's exemption table as compiled in January 2023, no city in the county and neither school district offered a percentage homestead exemption; the local option was used for over-65 and disabled exemptions instead (Rockwall CAD table via Old Republic Title). That table is dated; confirm the current amounts with the appraisal district before you count on one.
The 10 percent cap
The second benefit of the homestead exemption is the cap. Once a home is your homestead, the appraised value for tax purposes may rise no more than 10 percent a year over the prior year's appraised value, plus the value of any new improvements, even when market value rises faster. The limitation takes effect on January 1 of the tax year after the first year you qualify, so a buyer's first year is taxed at full market value and the cap starts in year two (Texas Tax Code, section 23.23). This is why the seller's bill is a poor guide to yours: their cap had been compounding for years, and it resets at the sale.
When and how to file
File Form 50-114 with the Rockwall Central Appraisal District, not the Comptroller, generally between January 1 and April 30 of the year you want the exemption. You may file late for up to two years after the deadline. Attach a copy of each owner's Texas driver's license or state ID, and the address on it must match the property address; the chief appraiser can waive that for certain active-duty service members and some license types. Once granted, you do not reapply each year unless the district asks (Texas Comptroller, Form 50-114 instructions). A buyer who closes after January 1 can receive the exemption for the rest of that year if the previous owner did not have it (Texas Comptroller).
The application is free. The appraisal district's home page carries a scam alert about solicitors who charge a fee to file it for you (Rockwall CAD). If a letter arrives offering to file your homestead for $50, throw it away and file yourself; it takes a few minutes online.
Over 65 or disabled
School districts must add a $60,000 exemption for owners who are 65 or older or disabled, and other units may add at least $3,000 (Texas Comptroller). The school taxes on that homestead are then frozen at the amount paid in the qualifying year, and cities and counties may adopt the same ceiling. The City of Rockwall adopted an over-65 tax ceiling that took effect January 1, 2006, and a $60,000 over-65 exemption in 2003 (City of Rockwall, tax freeze notice). If you already have the general exemption and your birth date is on file, the over-65 exemption is applied the year you turn 65 without a new application (Form 50-114 instructions).
Protesting the value
The district must send a notice of appraised value when the value rises, generally by April 1 for homesteads. You then have until May 15 or 30 days after the notice was mailed, whichever is later, to file a protest with the appraisal review board using Form 50-132. You can request an informal conference with the district first; otherwise the review board hears the case and issues a written order (Texas Comptroller, appraisal protests). Rockwall's review board hearings typically run weekdays from April through July (Rockwall CAD). Bring comparable sales from the first quarter of the year, photographs of any condition issues, and your own purchase price if you bought recently. The team pulls comparable sales for clients who are protesting; it is the same work as a valuation, pointed the other way.
What this means when you buy or sell
- Buyers: recompute the bill at full market value with only your own exemptions before you set a budget. A home in Heath with an average homestead taxable value of $843,722 (City of Heath, 2025 tax notice) carries a different bill from one in Fate at a lower value but a higher city rate.
- Sellers: your capped value is not your market value. A valuation prices the home against sales, not against the appraisal roll, and buyers' lenders will do the same.
- Everyone: file by April 30 of the year after you close, check the exemption line on your first notice, and calendar May 15.
The glossary defines the terms on the notice, and the seller's guide covers how taxes are prorated at closing. For questions about a specific property, the team can pull the current record.
