Rockwall is the county seat of the smallest county in Texas, and it sits on the east shore of a 21,000-acre lake. Those two facts explain most of what buyers notice when they get here: a small-town square ten minutes from a lakefront restaurant row, and a housing market that has filled in fast along Interstate 30. This guide covers the questions we hear first from people relocating here. Every number links to the public page it came from.
How big Rockwall is, and how fast it is growing
The Census Bureau's July 2024 estimate puts the city of Rockwall at 53,547 people, up from 47,314 at the 2020 count (Census Bureau, Vintage 2024 city estimates for Texas). The county grew faster: Rockwall County reached 137,044 in the same estimate, a 27 percent rise from its April 2020 base (Census QuickFacts, Rockwall County). The county covers only 147 square miles (City of Rockwall, history), so that growth shows up as new subdivisions in the north of the city and in neighboring Fate and Royse City.
The city's own history page tells the short version: a town platted in 1854, named for a rock formation found while digging a well, a cotton town until the 1950s, and then a lake town after the East Fork of the Trinity River was dammed in 1969 (City of Rockwall, history).
The commute
Rockwall's link to Dallas is Interstate 30, and it is under construction. TxDOT is widening I-30 from Bass Pro Drive to the Hunt County line and adding continuous frontage roads, including new frontage-road bridges across Lake Ray Hubbard, so traffic can keep moving when a wreck closes the main lanes on the lake bridge. The city lists three segments: Bass Pro Drive to Dalrock Road ($142 million, begun July 2021), Dalrock Road to State Highway 205 (widening six main lanes to eight, about $261 million across two contracts), and SH 205 to the Hunt County line ($289 million) (City of Rockwall, TxDOT I-30 expansion). If you are choosing between a home north or south of I-30, drive both at 7:30 on a weekday before you decide. The construction changes the answer month to month.
Schools
Almost all of the city is in Rockwall ISD. The district earned an A in the 2026 Texas Education Agency accountability ratings, with an overall score of 91, and all three of its rated high schools earned an A: Rockwall High School (96), Rockwall-Heath High School (95) and Rockwall Quest Academy (92) (Rockwall ISD, 2026 ratings). The district runs 26 campuses for roughly 19,100 students (Rockwall ISD, superintendent).
Which campus a given address feeds is set by the district's attendance zone map, updated for 2026-2027, and the district asks buyers with a split-looking neighborhood to file an attendance zone inquiry rather than guess (Rockwall ISD, attendance zones). We walk through this in more detail in Rockwall ISD and the schools that serve each neighborhood.
Property taxes
Texas has no state income tax, and the property tax bill carries more of the load. In Rockwall the bill is the sum of several rates. For the 2025 tax year the City of Rockwall adopted $0.2575 per $100 of value (Blue Ribbon News, August 2025), Rockwall County adopted $0.2510 (Blue Ribbon News, county FY2026 budget), and Rockwall ISD's rate is $1.0669, of which $0.7869 is maintenance and operations and $0.2800 is debt (Blue Ribbon News, Rockwall ISD tax rate). Add those and a Rockwall ISD homeowner inside the city pays about $1.58 per $100 before exemptions, with the school district taking two thirds.
The homestead exemption matters here. School districts must exempt $140,000 of a homestead's value after voters raised the amount in November 2025 (Texas Comptroller, property tax exemptions). The application is free and goes to the Rockwall Central Appraisal District, which warns on its home page about solicitors who charge to file it (Rockwall CAD). We cover the deadlines, the cap on appraisal increases and the over-65 options in Property taxes and the homestead exemption in Rockwall County.
The lake
Lake Ray Hubbard is owned by the City of Dallas and operated by Dallas Water Utilities as a water supply, which shapes what waterfront ownership means here. The water surface is 20,947 acres at the conservation pool of 435.5 feet (Texas Water Development Board). Dallas owns the strip of land between the water and the take line, and lakefront owners in Rockwall sublease it through the city for docks and seawalls (City of Rockwall, takeline). That arrangement, and what it costs, is the subject of Living on Lake Ray Hubbard.
For everyone else the lake is a place to go. The Harbor, at 2059 Summer Lee Drive, is the lakefront dining and retail district with a public amphitheater where the city has run its free Concerts by the Lake series since moving it there in 2007 (Texas Legislature, H.C.R. 42). Our office is in the same district, and we describe the area in the Harbor and Lakeside guide.
Parks and the square
The city reports more than 20 miles of trails, and says 60 percent of residents live within half a mile of a park or trail (City of Rockwall, parks and trails). Squabble Creek has a six-mile mountain bike trail system. The historic downtown square has its own stage and a music series that the state resolution counted at more than 50 free concerts a year (H.C.R. 42).
Where people buy
Rockwall divides roughly into the older neighborhoods near the square and the lake, and the newer master-planned subdivisions north of I-30. Two examples from each side:
- Chandlers Landing, a 1970s yacht-club community on the south shore with a marina and a community association that bought the club in 2016.
- Stone Creek, 886 lots on 367 acres in north Rockwall with six builders and lot widths from the 50s to the 100s, zoned to Sherry and Paul Hamm Elementary.
The Rockwall town guide lists the rest, with the team's current listings and recent sales in each. If Rockwall's prices push you east, read Rockwall vs Heath for the one-acre alternative next door, or the new construction guide for Fate and Royse City.
What to do before you make an offer
- Confirm the school zone for the exact address with the district, not with a listing site.
- Pull the current tax bill for the property from the appraisal district and recompute it without the seller's exemptions, because yours start fresh.
- If the home is lakefront, ask for the sublease and the dock permit before the option period starts.
- Read how the Texas option period works, because it is the window in which the inspection findings can still change the deal.
- Get a valuation on the home you are selling before you go under contract here, so the timing of both closings lines up.
