What Breezy Hill is like
Breezy Hill is a master-planned subdivision in north Rockwall, ZIP 75087, built on land the city zoned as Planned Development District 74 (PD-74). Most of its platted streets sit north of FM 552 and east of John King Boulevard, along Breezy Hill Road, and the north edge reaches Rockwall ISD's northern boundary on the district's attendance map. The single most useful number: a December 2019 City of Rockwall staff report describes about 405 acres of residential and commercial development, with 750 single-family lots on 371.45 acres.
Who built here
The City Council zoned the 405.184-acre tract PD-74 on April 20, 2009, at the request of Breezy Hill 405, Ltd. The council has replaced that ordinance four times (Ordinances 12-26, 14-26, 16-59 and 17-60), and the 2016 amendment was filed by the Skorburg Company on behalf of Breezy Hill 405, Ltd. Lot widths run from 60 to 100 feet, with minimum lot sizes from 7,200 to 20,000 square feet, and the PD requires an average lot size of at least 10,000 square feet. The phases were platted one at a time: Phase XI, for example, was 78 lots on 23.849 acres, final platted in December 2019 to the 70-by-120-foot lot standard. A 2022 city zoning notice lists Grand Homes and Windsor Homes entities as lot owners on Phase XI streets, and Jome listed Megatel Homes, Grand Homes and Windsor Homes as the community's builders in November 2026. We did not find current builder prices on a page we could open, so ask the builders directly.
Schools
Breezy Hill is in Rockwall ISD. On the district's attendance zone map effective for the 2026-2027 school year, the Breezy Hill streets appear to fall inside the Celia Hays Elementary zone (1880 Tannerson Drive). When the board redrew zones in December 2019, it placed all of Hays Elementary in J.W. Williams Middle School (625 East FM 552) beginning in 2020-2021. Zones are drawn by street and change, so confirm a specific address with the district through its attendance zone inquiry form.
The HOA
A 2022 City of Rockwall zoning notice for a case on Breezy Hill Lane lists Breezy Hill Estates Homeowners Association Inc. among nearby property owners. The PD ordinance makes the association responsible for common areas and perimeter fencing. We did not find the association's dues or deed restrictions on a public primary page; they come with the resale certificate.
Where it sits
The PD's capital facilities agreement describes the property as the 405 acres north of FM 552. The amenity center at 901 Calm Crest Drive was registered with the Texas Department of Licensing and Regulation by the Skorburg Company, with work dated November 2014 to July 2016. The zoning requires at least 120 acres of open space, including school sites, and in 2015 the city received a $400,000 Texas Parks and Wildlife grant for a neighborhood park in Breezy Hill, backed by 28 acres of developer land dedication and $210,000 of trail commitments, per Blue Ribbon News.
What to check before you buy here
Check which phase and lot type a home sits on, since the PD mixes 60-foot lots with 100-foot estate lots, each with its own setbacks and minimum house size. On newer homes, get the builder warranty terms and who holds them. Not every acre in PD-74 became Breezy Hill: a 44.525-acre tract west of John King Boulevard drawn as Phase XII on a 2018 preliminary plat was platted in 2022 as four estate lots under another name. We found no public improvement district or municipal utility district in the city zoning and plat documents we read, but confirm the taxing units on the tax certificate and title commitment for the exact property.
