What Waterscape is like
Waterscape is a master-planned community by Huffines Communities in Royse City, ZIP 75189, at FM 548 and Crenshaw Road, about 2.2 miles south of Interstate 30 and about 30 miles east of downtown Dallas. The City of Royse City's 2024 bond offering for the Waterscape Public Improvement District describes an approximately 432-acre development: about 310 acres inside the district, planned for 1,102 lots, plus an adjacent tract of about 121.8 acres planned for about 320 more, for roughly 1,422 lots in all. The developer's own project page uses rounder figures, 300 acres and 1,000-plus lots. Infrastructure work began in March 2017 and the community opened in June 2018.
Who built here
Huffines developed Waterscape in phases the bond documents call improvement areas: 275 lots in the first (lots sold to builders from December 2018), 354 in the second (from early 2020), 325 in the third (from 2022) and 148 in the fourth (scheduled from mid-2024). The district's lots come in three widths: 139 lots at 40 feet, 612 at 50 feet and 351 at 60 feet. Builders named in the bond documents are Bloomfield Homes, Highland Homes, HistoryMaker Homes, Impression Homes, Tri Pointe Homes and St. Vincent Homes, and the developer's page lists the same six. In November 2026 Bloomfield listed its Waterscape Classic 50s homes at $385,990 to $549,800 on its site, and Highland Homes listed its 40-foot homes from the $290s and its 50-foot homes from the $450s.
Schools
Waterscape is in Royse City ISD. The district's board named its seventh elementary campus Paula Walker Elementary in August 2023 and placed it in the Waterscape subdivision, serving kindergarten through fifth grade, with an opening planned for August 2024. School listings give its address as 1274 Crenshaw Road. The 2024 bond documents name Ouida Baley Middle School as the middle school zoned for the fourth phase, and Highland Homes lists Paula Walker Elementary, Ouida Baley Middle and Royse City High School for its section. Bloomfield's page lists a different elementary campus for its section, so builder lists do not agree. Zones are drawn by street and change over time, so confirm a specific address with Royse City ISD.
The HOA
The 2024 bond documents name the association as Waterscape Residential Association, Inc., formed by the developer, and estimate the annual fee for lot owners in the fourth phase at about $655.50 at that time. The association maintains the amenity center, trails and common areas. Bloomfield lists FirstService Residential as the management company. Current dues and documents come with the resale certificate.
Where it sits
The community is in Rockwall County, on FM 548 south of Interstate 30. The developer completed improvements to the adjoining stretch of Crenshaw Road and a TxDOT intersection in December 2021. On site, the Water's Edge amenity center includes an approximately 4,000-square-foot pool, a 1,500-square-foot clubhouse, a grill area, a playground, a dog park and a sports lawn, and the developer reported its cost at about $3.7 million. The community also has stocked catch-and-release fishing ponds, hike-and-bike trails, and a sports court, ball field and pocket park in the third phase.
What to check before you buy here
Waterscape is inside a public improvement district, and each phase carries its own assessment on top of property taxes. For the fourth phase, the 2024 bond documents set the maximum assessment at $19,547.40 on a 40-foot lot and $23,736.12 on a 50-foot lot, with average annual installments of about $1,743 and $2,116 before a city TIRZ credit, plus a share of the district-wide Major Improvement Area assessment. The 2023 overlapping tax rate before assessments was $2.1175 per $100 of value. Ask for the PID buyer disclosure and the current payoff for the specific lot. City status also differs by phase: as of the 2024 bond documents, the development agreement keeps the first phase in the city's extraterritorial jurisdiction until as late as May 31, 2031 (owners can petition for annexation), while the second through fourth phases were annexed in November 2019. A small strip along the western boundary is mapped in FEMA flood zones, so check the flood map for the lot. On newer homes, confirm the builder's warranty terms and which ones transfer to you.
We sell in Royse City and can pull the sold history for Waterscape by phase and lot width, along with the PID payoff and HOA resale certificate, before you make an offer. The figures at the top of this page are Realtor.com's for Royse City as a whole, not this neighborhood alone.
